PLANNING COMMISSION MEETING MINUTES
JUNE 17, 2014
EVENDALE MUNICIPAL BUILDING

The regularly scheduled meeting of the Evendale Planning Commission (EPC) was called to order by Chris Patterson at 6:05PM on June 17, 2014. Attending were EPC members Chris Patterson, Catherine Hartman, and Jan Moore. Supporting the EPC were Jack Cameron (Assistant to the Mayor), James Jeffers (Village Engineer), Pam Morin (Building Department Clerk), James Dobrozsi (Architectural Review Board Member), Ralph Terbrueggen (Landscape Architect), and Kathy Farro (Legal Advisor).

New Business

1.      Walmart – Design Review of exterior modifications including signage
Mr. Jim Gallagher of pb2 architecture & engineering presented plans for revised painting and signs on the Walmart building facing.  The changes reflect new corporate design guidelines.  The new signs will be fewer and smaller in size than current, although still exceeding the Evendale PBD requirements (Part 6, Section G).   Street signs have already been updated with the new corporate logo and color scheme.

Jan Moore moved to approve the Walmart signage plan, allowing a variance from PBD, Part 6, Section G requirements and acknowledging the new signs will be smaller and fewer than existing signs.
Catherine Hartman seconded and the motion passed 3-0.    

2.      GE – Design Review of GE Family Health & Wellness Center
Robin Novak of GE presented design plans for a new GE Family Health and Wellness Center.  The following business associates accompanied Robin:
Greg Marentic – GE, Tom Arends and Chris Boyers – BHDP Architecture, Jeff Koehn – IBI Group, Brent Johnson – Turnbull Wahlert Construction.

The proposal was consistent with preliminary plans shared at the January 2014 EPC meeting.  

The proposed structure is a single story 13,492 ft2 medical clinic office building.  It will be located on a 5-acre parcel on the GE Aviation Evendale Campus on the west side of the site near I-75.  The facility will house several exam/consultation rooms, testing rooms, lab, emergency care suite, physical therapy suite and pharmacy.  The design provides for adequate parking and easy access for emergency vehicles.

The building location has been coordinated with ODOT to be consistent with planned changes to the I-75 access road and ramps.  The building is planned for completion by the end of 2014 to enable a soft opening in January 2015.

Questions regarding water retention, landscaping and expansion were addressed.

Catherine Hartman moved to approve the GE design plan, contingent upon landscape plans to be provided later.

Jan Moore seconded and the motion passed 3-0.

Internal Business

1.      Minutes

The minutes from the March 18, 2014 meeting were reviewed. A motion was made by Catherine Hartman and seconded by Jan Moore to adopt the minutes without amendment. The motion passed 3-0.

3.      Announcements

Jack Cameron updated the Commission on the CIC’s preliminary plans to develop an Advanced Manufacturing Innovation Site on the Village-owned land across from St. Rita.  The location, being near GE and along the I-75 aerospace corridor, presents an opportunity for business development and potential Federal funding.  The CIC is considering how much the Village should consider investing in this proposition.
